When producing a film, the company has to consider many different viewpoints in order to be able to attract their audiences.
In The Boat That Rocked, the soundtrack acted as a hook for audiences as well as the fact that the casting directors had enlisted well known british and american actors to star. This also gives the film more of a chance to be successful when being distributed overseas, as they have not only included well known british actors, but also Philip Seymour Hoffman, who is popular in the USA.
The insiticution produce 4/5 films per year and try to branch out across many genres. They also try to use on of their films to introduce new talent in the industry, such as previously unknown directors and actors.
